The U.S. Embassy was surrounded, and the home of a USAID mission director was breached, forcing him and his wife to lock themselves in a safe room. With no official guidance or support, they orchestrated a harrowing escape, navigating a perilous journey to the neighboring Republic of Congo.

Their story is not unique. Across the DRC, USAID workers, cut off from crucial resources, scrambled to find their way out of an increasingly hostile environment. The abrupt policy changes left American personnel exposed, unable to access the assistance they had relied on for decades.

Trump’s Executive Order: A Foreign Aid Shutdown

The chaos stemmed from President Donald Trump’s executive order issued on January 20, 2025, which initiated a 90-day suspension of all U.S. foreign aid programs.
